Suggest to a new user a preset of popular tags to follow like:
aposentadoria, <cidade>, democracia, imposto, IOF, aborto, LGBT, segurança pública and SUS*.

If a user follows a tag then they can see projects/polls that contain the tag as keyword.
The API endpoint proposicoes/<ID> returns among other things a list of keywords related to the project under the key keywords.
The API allows us also to search by keywords using the proposicoes?keywords= endpoint as being used in issue #3.

*not necessarily real keywords, just examples.
