Delete branch "%!s()"
Deleting a branch is permanent. Although the deleted branch may continue to exist for a short time before it actually gets removed, it CANNOT be undone in most cases. Continue?
Port the logic from the old branches one group at a time, keeping behavior identical:
Notes for the port:
The amendments command runs AmendmentsIfChanged("amendments.zip") and then AmendmentDeputies(). Split it.
The year default (syncer.CurrentYear) and leg default (syncer.CurrentLegislature) should become the flag defaults instead of the if flag != 0 pattern.
sessionbuilds its path as filepath.Join(appRoot, "archives", filename). Keep that, but make --filename required and fail with a usage error if it's empty.
